As participants in the National Equality Partnership’s Working Group we endorse the position taken by many partners in raising concerns about the implications of the guidance.
□ bassac fundamentally opposes the approach proposed in the guidance and calls for the department to think again about how to support community cohesion through more consistent and comprehensive community development funding
□ bassac’s members work with communities facing deprivation and poverty, tension and conflict. As such they have a wealth of experience and expertise in bringing together groups with specific remit within a shared space and framework.
□ Pressures on statutory agencies to increase cost effectiveness often work against the diversity of the sector, encouraging commissioners and fund-holders to develop large and un-focused contracts and grants to generic organisations. These do not effectively meet the needs of minority and excluded communities.
