The Community Empowerment White Paper

Summary of our key points

bassac generally welcomes the principles behind the discussion paper, however we feel that the forthcoming Empowerment White Paper needs to:

  • Recognise that community voice and advocacy are the cornerstone of participation and enable effective support for their development. 
  • Enable an effective link between neighbourhood participation and more formal civic processes.  
  • Recognise the fundamental difference between civic and civil empowerment and support development of the latter.
